These things are known as tent caterpillars. If you went up to one and ripped it open it would be jammed full of squirmy little caterpillars, which eventually get out and eat all the leaves on the tree. Eventually they turn into moths and fly away to repeat the process. We used to have these in Vermont and I remember as a kid taking a stick and poking these things open and spilling out all the caterpillars; sometimes we burned them with burning sticks. The ball of caterpillars inside might be bigger than your fist.
